An outstanding set of tools that allow one to build .Net Framework 1.1-compatible applications in Visual Studio 2008. Using it requires a bit of command-line and project-file hacking, and not all .Net 1.1 project types are supported, but if you do not have, or cannot run, Visual Studio 2003 this is your best hope.
