Try putting quotes around the last property value. When %ProgramFiles% is expanded, it probably has a space in it which probably causes the problem:

msbuild project file /p:TargetFX11=true /p:CustomAfterMicrosoftCommonTargets="%ProgramFiles%\MSBuild\MSBee\MSBuildExtras.Fx11.CSharp.targets"
